The Council is taking the Kinnock reform, removing even the guarantees which it contains and, in exchange, demanding that the Commission amend its proposal concerning pensions as follows:

  • downward revision of weightings for pensioners (with a loss of income not yet known);
  • replacement of the final salary by the average salary over the past ten years, as the amount to be taken into consideration (which would represent an additional loss of income of around 25%);
  • possible obligation to work until the age of 68 or over;
  • abolition of the pension rights bonus between 60 and 65 years;
  • reduction of annuities from 2% to 1,75%; this means it would be necessary to work for 40 years instead of 35 to attain the maximum pension rate (70%), which would be an impossible achievement for most members of staff.

And an attempt is being made to get these measures through by breaking the unity of the Staff Regulations through the introduction of distinctions between new colleagues and staff in post and, within the latter category, between different age groups.

It is regrettable that the Council's Appointing Authority is seeking to take advantage of the situation in turn to divide staff on the issue of working hours and the clocking-in system.
