The future of Category C officials

On 16 January 2003 service representatives of secretariat services met at the invitation of the FFPE to discuss the situation and the future of ‘C’ officials.

  • Considering that the Commission does not intend to honour its commitments and that it now proposes that after the reform all staff recruted to carry out present ‘C’ activities within the Institutions and the traditional DGs will be ‘contractual staff’ ;
  • Considering the threat that competition from such ‘contractual staff’ and their salaries (up to 50% less) will represent for the career expectations of the ‘C’ staff remaining after their category has disappeared ;
  • Considering that where DGs are transformed into ‘Offices’ within the Institutions, ‘C’ officials would be replaced by contractual staff,

the Service Representatives present decided to draw the attention of their colleagues to this matter. They invited the FFPE to inform all ‘C’ officials and suggested possible courses of action.

They even proposed that following this information campaign the FFPE should convene as soon as possible a general meeting of ‘C’ officials in particular to decide what can be done within the secretariat of the Council.

For its part, the FFPE identified specific claims to be proposed to the staff in order to counter this threat. It remains at the disposal of ‘C’ colleagues for any further information.

The FFPE Committee-Council
